On November 6th, 2014, “The First (Beijing) Music Industry Forum 2014” was successfully hosted by Communication University of China. This forum had invented many famous international specialists in music industry field.This dialogue was developed under such professional background, and we were hoping to use this interview as the dynamic to push forward the development of Chinese music industry.People who participated in this dialogue were Ju Wang, the Vice-Chairmen and Secretary of the Audio-Video and Digital Publishing Association of China. David Herlihy, the Associate Academic Specialist in the College of Art, Media and Design and the D’ Amore-McKimSchool of Business at Northeastern University. Robert Steven Lyons, the professor of music industry at the College of Art, Media and Design at Northeastern University.Fengyan Zhang, the associate professor in department of Recording Art at Communication University of China. They were having this discussion based on “music copyright revision” and “the future of music industry under the digital environment”.Moreover, they would exchange theiropinion about “how to make up the physical loss by digital music”, “the better improvement for Chinese music in copyright law”, and “how to let music composers andcopyright holders get what they should reward”.First of all, according to the Copyright Act which may edit and modified in the future China and America, Prof. FengyanZang asked Mr. Wang and Esq. David to introduce the key revises may happen in music category in this Copyright Act, and what is the main obstacle we may facing at the current step to revise the Act.Mr. Wang as the only music representative of the thirty revisersfor the Copyright Lawsaid that, at present, different obligeesmainly havetwo attitudes towards revise the law. The legislators expected that music industry-related law would be little-altered on the basis of the original; but some of the experts considered that the law should be reformed to a large extent. Our country seemed to be on the threshold of Copyright Law revision,relevant legislation have been enacted by National Copyright Administration, it can help this revision in the future. For music, sound recording will be the core of alternation.Esq. David indicated that American music industrywas also not going well.There is enormous gap between the Copyright Law in1976 and the current development fact of digital music, so the law alternation is extremely urgent, and obligees are striving to seize their rights of recording production, however, the obligees are asking for social suggestions because of the unbalance benefits in all sides.After that,They also began discussions on Copyright law revision and The future of the music industry in the digital environment. Prof. Zhang introduce the current status of Chinese digital music andProf. Lyons said that Chinese digital music business model is deserved to learn an reference. Mr. Wang said that Chinese Music Industry has develop space but nowwe faced imperfect system, unsuitable law because our short term of copyright industry around 30 years.So,Chinese current ecological environment is not optimistic. Such as lots of songwriters are unprofessional and the music quality is not good enough.Esq. David agreed to Mr. Wang about the issue thataroused bydigital music and believes that is not only belong to China but global instead. He said, “How to use the digital music compensation entireloss”and" how to get more people to understand and create a healthy and progressive music environment system " will become most important problems for music industry to work out.About solving those problems, Professor Lyons brought up the question about “if China has the relevant technical support to establish a positive and healthy music industrial environment”. Mr.Wang, indicated that the current China does have such technology to achieve this goal, however, the tougher question for now is coming from the Chinese consumer’s unhealthy consuming habits.In a series of enthusiastic discussions, four of them were all agreed about the ideas, which are establish a vast database, collecting tax from hardware, combining digital listening dates to serve artists and record labels, build up pilot charge units to widely promotion, and so on.At the end, four specialists and professors finished their dialogue by carrying forward the same dream, which is establishing a positive ecological Chinese music industry environment.
